Responsibility is clearly delineated. Your exchange (the VASP) holds legal accountability to BCB and COAF as the principal regulated entity. Hypher is classified as a Prestador de Serviço Relevante de Tecnologia — a technology supplier, not a regulated institution. BCB Resolution 520/2025, Article 33. The VASP must formally notify BCB of the outsourcing arrangement per IN BCB 701/2026.
